Following the execution of Charles I and the abolition of the monarchy, England entered its short-lived Commonwealth era (1649–1660). This powerful artefact — the Second Great Seal — was engraved in 1651 by Thomas Simon, one of the most accomplished engravers of the 17th century.

Its obverse casts a scene rarely seen in seal art: the House of Commons in session, asserting Parliament’s dominance, legitimacy, and the continuity of law and governance.

Around the edge reads the defiant inscription:
“IN THE THIRD YEARE OF FREEDOME BY GODS BLESSING RESTORED” — a bold statement of ideological and spiritual justification.

This seal symbolises the power struggles, the re-appropriation of governance, and the legal subjugation of Ireland and other territories under a new Republican authority. It is a visual and political break from monarchic tradition, projecting strength, order, and a new identity for the English state.

Though engraved in 1651, this example is believed to be a later cast from the 19th century, preserved with care and accompanied by original collector’s annotations.
